Managing partner Elena Legashova commented on Vedomosti DI on the initiative of parliamentarians to introduce fines for violating the rules of mandatory sale of export proceeds

An article in the Vedomosti newspaper published a commentary by the managing partner of Iusland Law Offices, Elena Legashova, regarding the initiative of parliamentarians to introduce fines for violation of the rules for the mandatory sale of export proceeds and the resulting legal conflict if these changes are made to the Code of Administrative Offenses.

According to Elena, the conflict between the bill and the Constitution and other articles of the Code of Administrative Offenses can be eliminated only by changing the effective date of the provisions in the bill: liability should only arise for violations committed after the entry into force of the new law, says the managing partner of the law office.
