On this week The Supreme Court of the Russian Federation will consider a number of different disputes, some of them give rise to a lively debate. For example, the Ministry of Health order of 31 May 2018 «On approval of the procedure for providing medical care in the profile «plastic surgery» contains controversial provisions for what kind of equipment must have a plastic surgery center.

«For all owners of business in the area of plastic surgery, the document under discussion was a surprise. The order came into force immediately after the adoption, adding many new mandatory requirements for such clinics. Among them - the purchase of a mammographer and X-ray machine, which cost about 10 mln RUB. The situation is complicated by the fact that in order to accommodate this equipment medical centers must go through the process of “pre-licensing” in state bodies. All this takes at least 3-4 months. But the legislator did not give businessmen a transition period to meet the new requirements. Many plastic surgery clinics would have to either close or continue to work outside the law.», - comments Vladislav.
