Elena Legashova, Managing Partner of Iusland Law office, and Natalia Checheneva, advocate, participated in the St. Petersburg State University Summer School of Administrative Law "State Control and Supervision."

The Summer School of Administrative Law is an annual expert scientific and practical event held by St. Petersburg State University since 2019. It aims to organize expert discussions on current issues in the legal regulation of control and supervisory activities and the analysis of law enforcement practices.

The target audience for the event is practicing lawyers, business representatives, and managers and specialists of inspectorates and regulatory bodies.

The 2026 Summer School program traditionally covers the most pressing issues of government-business interaction: Digitalization: the creation of digital "ecosystems" and platforms in the control and supervision system, the use of artificial intelligence and software for automated violation detection.

Business protection: tools for reducing the administrative burden on entrepreneurs, the specifics of inspections under current moratoriums. Pre-trial appeal: an analysis of the practice of applying the mandatory pre-trial procedure for challenging government decisions; Prevention: a shift from fines and penalties to violation prevention and preventive visits. The Code of Administrative Offenses and the Code of Conduct: issues of alignment and harmonization of relevant legislation on control (Federal Law No. 248) and administrative liability regulations.

On June 19, as part of the Plenary Session "Control (Supervisory) Activities: Current Issues of Legal Regulation and Law Enforcement Practice," Elena Legashova, Senior Lecturer in the Department of Administrative and Financial Law at St. Petersburg State University and Managing Partner of the Iusland Law office, presented "The national system for confirming the delivery of goods – the convergence point of the control powers of tax and customs authorities."

On June 20, Natalya Checheneva, Associate Professor of the Department of Administrative and Financial Law at St. Petersburg State University, PhD in Law, advocate at Iusland Law office, presented: "Calculating the statute of limitations when reviewing an antimonopoly authority's decision: The importance of the problem identified by the Constitutional Court of the Russian Federation in its Resolution No. 29-P of April 29, 2026, for other types of state control (supervision)."
